The “natural born artist” is a myth. Even the best of them needed the motivation and desire as well as the training and time. And even non-visual thinkers can, with perceptual training techniques, vastly improve their visual mental skills as well as their hand-eye or digital abilities. There are no drawings or paintings or digital images in books, films or galleries that are the result of a “god-given talent”. They are all the result of a desire to communicate motivated by a need to express, and most of all, the result of training and a lot of hard work.

Alexander McCall Smith in the interview on this site says that the jury is still out on this issue. I don't think anyone who exhibits great artistic talent in any field is totally without some genetic help. But with over 6 billion people on the planet, there are bound to be at least a few million with the genes needed as raw material. Whether that material gets developed or not depends on family, friends, and environment - which includes a functioning and well staffed educational system.

Can't say I agree totally with this, but I understand the need for training. As a teacher I have seen some kids who pick up a pencil and amaze me - there must be something there!
